If you really wanted to do this, you should contruct a test rig with a pressure vessel capable of holding 150psi or so. Mount an aquarium inside with a digital scale on top. Suspend on the cable, a test sample of neoprene connected on one end to a weight exeeding its bouyancy and the other to the scale. Increase ambient pressure to simulate depth and start taking data points. The scale will show the differential in bouyancy direcrtly in the reported weight. Repeat for all varieties, ages, thicknesses of neoprene. Then, from the mass of data form an empirical mathematical model.
