The islands are Colombian territory but it is nothing like the mainland, no terrorist, they are typical Caribbean Island with the exception of Old Providence.

I think you would be happy with Bonaire or Curacao. Lots of Europeans there too so you will feel right at home.

Yes, Cozumel is in Mexico. Most people involved with the tourist trade on the island speak English.
