Roatan is another great choice...
we are divers and always stay at CoCoView resort, which is geared more for diving.... BUT... the reefs are such that you can snorkel almost all of them on the southside of the island (where CCV is located). Snorkelers are allowed to go out on the boats with the divers. Plus the front yard is killer snorkeling. No kidding, you really should look into it.

these are mostly diving Roatan, but you can get the idea of how shallow the tops of the reefs are, as well as the shore snorkeling from the resort.
