I believe, from my poor Spanish, that the gist is this: around 150 tourist boats in Cozumel don't have the required permits/documentation and are therefore "pirate" boats. Not sure if that's really news, though unfortunate for the law-abiding boat operators.

Not necessary correct. Tourist activity Boats are required to have a seaman with a card in addition to a captain, who carries a seperate license. Typically on dive boats this is the dive master. Several problems, in the past they would only grant this to Mexican nationals (which is BS), and lately the 4 hr classes have not been available, which puts many boats permitted or pirate out of compliance. This report is that the government is aware of the situation and while they have shown tolerance in the past they are not sure how to proceed

The authorities began cracking down post covid as a result of the pressure the industry was in with limited tourists returning. Those that spent the time and money to be compliant started to take serious issue with spending money to be onside while others flouted the law. There were several meetings held and some became quite acrimonious.

"We" who? How would I, for example, know whether a boat I go out on is legal or not?

Clarification (I think). When I saw the headline I assumed it was about Pirate boats but even with my miserable Spanish skills the article appeared to be as @gopbroek described where it is an issue with individual workers either obtaining or maintaining their permission/certification to work on the water (not that I doubted him ). Pirate boats are a giant issue , but this article doesn’t appear to be about that.

What browser are you using Don? I use Chrome and it auto translates everything.

Chrome. A popup was blocking translation and even when I risked accepting the popup, it reappeared. Not today tho. It translates ok.

If you go into Chrome settings, then languages (on the left) then scroll down to the Google Translate section and make sure that it's turned on. You can also choose (or add) which languages you'd like to be auto translated in the language of your choice. The only pop up you should see is the notification that a site is being translated and the languages involved.
