Don't the airlines add this to the fees they charge passengers flying in/out of Q. Roo?Given that the law itself reportedly allows you to pay it anytime during your stay before departure how are they enforcing you to have it on arrival? Based on those pics it appears to be random people being approached else there would be a line a mile long and a secure checkpoint.
Nope. "Enforcement" has also been completely random with vague, and empty, threats. Airlines don't check to see if you've paid at any point of contact with you.
