Well this may very well reduce the number of cruise ships heading to Cozumel and other Mexican ports. With about 4.1M pasengers last year this gringo tax would pull in close to $200M USD next year, just from Cozumel. I suspect the cruise lines will start more port visits to other Caribe destinations. Like the near $50M in gringo taxes at the airport, and the marine park fees, these funds do not stay on island but go to Mexico City.

The way I read this is that the tax will only apply to cruseros and not to those of us who arrive in Mexico by plane; is that correct?

Correct they already have a $123 Gringo tax on air travelers into Cozumel between the inbound tourist fee and the international traveler exit fee. Mexican citizens and resident visa folks can get about $37 refunded on the entry fee. Understand this does not remain in Cozumel, it dissappears into Mexico city. The airport operates off the standard landing and other fees collected from the airline operations.
EDIT:
Correction on the ‘Gringo Tax’ for air travels to CZM the amount.
The $123 figure represents all international travel fees in addition to the normal taxes and fees baked into a non-international ticket. The extra international, non-resident, taxes for CZM are $104.87 of that the $9.47 immigration fee is the only, IMO, legitimate fee, the remaining $95.40 is IMO a ‘Gringo Tax’. These figures are as of last month. CZM is handling close to 700K pasengers a year and the majotity are internaltional tourist so they are collecting around $50M a year. So the next time you are jam packed in their run down cramped international arrival area (without carts) waiting for the worlds slowest baggage handeling process, think about where that $50M year after year goes.

To CZM:

TOURISM TAX-DERECHO NO INMIGRANTE - MX USD 36.51

From CZM:

IMMIGRATION USER FEE - US USD 7.00

APHIS PASSENGER FEE PASSENGERS - US USD 3.71

CUSTOMS USER FEE - US USD 7.20

AIRPORT DEPARTURE TAX-TUA-INTERNATIONAL - MX USD 58.89

IMMIGRATION FEE DSM - MX USD 9.47

Again this is a federal money grab not sure what a local protest will have a effect. This may affect the construction of the 4th cruise ship pier, which I expect to start this coming year.

The $42 cruise tax will start July 1. They pushed it back to give the cruise ship companies some time to deal with it. Peaceful protests do not work especially when it's a Federal issue. It's just another way for govt to enrich themselves. Less than 5% goes back to infrastructure and communities.
