As far as airline travel is concerned on the inbound Mexican residents and visa holders can get the $36.51 tourist tax (2024 value, as of today it went up to $42.41) refunded from the airline (tax collected through the ticket) as far as for the outbound fees, your are SOL. Up till a few years back you could get the Mexico portion of the outbound fees refunded but then Mexico reclassified the tax from a tourist tax to an international traveler facilities fee, every one has to pay.
Anyone else notice what a beutiful spacious modern airport Cozumel has after dinging the passengers about an extra $50M a year?
