Often 3 can get in on a pass on weekdays, Rarely on the weekends.

Well if you are diving with one of the commercial dive boats they will grant a lot of latitude. I've gotten in by my self - after assuring them I was diving on the Beach Hopper and they hand a triple for me to buddy with.
I've gotten in on a triple..they kinda of do a case by case bases...you have to be a group and stay together as buddies...
