Don't you need camera raw to use the DNG converter? If so you need CS3 or lightroom but I could be wrong.

Adobe DNG Converter works by itself to download your raw images and convert them to dng's. Select a target folder (camera card with raw files), then a destination folder on your computer (todays dng's), then click convert.

Then you can use older Photoshops to process the dng's; it works that way for me even with Elements 4.
