The major challenge with caves is access "rights" especially if the cave/mine is deep within private property. Some clubs and dive organisations may negotiate or have imposed limited access restrictions to only their members, for example the CDG (Cave Diving Group) in the UK or the CDAA (Cave Divers Association of Australia).
 
It covers exactly the same. The test is the same,(its the cave test) all the skills and what you mention is the same. Its just that its performed in a very cold (40F) man made hole instead. The only thing you would not learn is flow i guess. The only reason I am so fixated in getting the card is that I really want to go back to Ginnie. Last time was on OC 2012.
Ginnie is strict because divers are sort of a nuisance. Well, may be not total nuisance but definitely a side show. The business makes a lot of money through other visitors and events which generate less liability. Sometimes when I am visiting Ginnie, I think they think that they are doing me a favor.

I feel like the Ginnie staff actually like cave divers...we're respectful of the staff, grounds, and of the spring itself, whereas all of the tubers/swimmers/campers are more of a nuisance due to the heavy drinking, drugs, garbage, and overall disrespect they create. I have had many great conversations with the staff and they always complain about the tubers and campers more than anything else.

And cave divers still have the untarnished record of having never shot anyone there.

That's really a shame and sad to hear. I am not familiar with all of the past litigation but I assume it must be connected with prior accidents and deaths at Ginnie. A few bad apples can really spoil it for the rest of us who try to take care of the springs and maintain public access for divers.
 
I know comercial places over in Europe won't allow OC full mine card in their cave. I dont even believe the operation agree to there beeing a difference, but if an accident happens "allowing divers without licence" will likely shut it down for good.

If there was no CCR Mine ticket, only cave, I’m sure there’d have been no issue.

Little more than a money grab by the agencies.

And unfortunately plays a part in what I've been saying for several years now. The current management of Ginnie does not give a s--t about cave divers. We are definitely more of an annoyance than we are a profit center. I have been predicting that in 10-15 years or less Ginnie will start taking hints from land owners in Mexico and close to divers.
I very much hope I'm wrong, but I'm pretty convinced it will take one or two more big incidents and things will change.
But of course stabbings and shootings on major holidays are OK
