Is An Environmentally Sealed First Stage Important?

I am still at the reg monkey stage, so I apologize if I say something untrue, or if this is a stupid question, but... my HOG regulators, at various points, require 40, 80, 120, 175 inch pounds of torque, there's almost 5 times more torque specified to apply to the turret bolt than the port plugs, for instance. Given these huge differences, how can everything be "finger tight", are the torque specifications pulled out the blue or is there much more to "finger tight" than what it sounds like.
