The best steel to combat rust is Japanese H1 steel. If you are not convinced after this video, nothng will change your mind.

H1 is used by most serious boat owners, spearfishers and marine adventurers. IMO Spyderco have the best collection of salt application knifes. Ceramic is brittle and will chip/break easily.
