It's up to the Parks and Recreation Department and they are still undergoing growing pains from assuming jurisdiction of the whole permit process almost two years ago. There are Environmental Impact studies and other red tape that has been prolonging the whole situation.

Well that just bites. I'll have to investigate further when we're on Maui next month. I want to have a little old retired guy thing going on but it isn't looking good is it? On well as much as I love Maui, it isn't the only island :(
