I found that thread that talks about a suttle van from Manila to Anilao. KIKO's FLEET! Weekend shuttle service to your favorite dive resort in Batangas and PG [Archive] - ScubaBoard - Scuba Diving Forum - Diving Social Network
It is run by a company called Kiko's Fleet. I do not know if they are still existing. I'll ask around and let you know. In the meantime, here's a copy of the OP:

Pao, I just found out that Kiko passed away 2 years ago. I am asking some friends based in Anilao about transpo options.

According to friends, the best option is to contact the resort and arrange for a private shuttle (convenience and hassle-free) just what a previous poster suggested. Public transportation is another good way but I would think twice about it. As one poster mentioned, you will worry about your luggage (i.e., it getting stolen, pilfered, or lost).
 
If you could let me know (maybe in a PM), when you arrive and where you are staying, I'l ask my wifes brother.
They live in Manila but make the trip to Anialo twice a week as they have a house there.
He has a Mini Van and picks up people from the airport often.
Just another option to consider.
 
Thank you Rob, this is even better as I do not need to go to Diversion.
All the taxi drivers know where the JAM terminal is.
