Several of the resorts have detailed instructions on how to get to Anilao. Portulano has perhaps the best directions for those without a vehicle, which you can find here: getting to Anilao Batangas Philippines

One important clarification on this - These directions do not get you to Anilao, they get you to Lemery/Bauan - a different area to Anilao. Only Portulano, Divers Sanctuary and Dive&Trek resorts can be accessed from here - getting back to Manila afterwards would also be very difficult.

There is no easy connection between Anilao and Lemery, it's a one hour car journey which requires travelling all the way back to Bauan Town (just past the Diversion Road) as there is a small mountain range in between and therefore no raod. A boat transfer can be arranged but it's not an easy option.

Diving from the Lemery/Bauan sites is okay, but it's more for local divers at weekends and instructors taking courses as the resorts tend to offer all inclusive deal that work out cheaper. The main Anilao sites are a lot further away by boat (1 hour plus rather than 10-15 minutes) and hence boats are priced around three times the price of those in Anilao.
