Ports of Call is definitely the closest to the Turtle Cove marina, and just a short walk to Grace Bay Beach public access. Would be convenient if you wanted to do a few checkout dives beforehand, there are several shops in the area that leave from Turtle Cove as well.
If you want beachfront, there are many choices, but many run in the +$500 range per night. May is coming down from high season, but still not the cheapest time of year to travel. There are also many condos and even villas to rent.
Windsong is a nice place, with a great reef for snorkeling right out front. Also walkable to marina, restaurants etc. The Windsong Resort - Turks and Caicos Resorts - Caribbean Resort
We have stayed at Alexandra and Beach House, both boutique all inclusive options that we were very happy with. They also have a resort on the south east side of Providenciales, near the other marina.
All depends on your budget and expectations!
TripAdvisor has a great T & C forum as well for more non-diving info.
I forgot that the liveaboards depart from different marinas, so that could factor in- thanks for pointing that out Kathy
Agreed that Grace Bay is incredible- I like that there is pristine white sand and turquoise water, but also a very good snorkeling reef, and the entire length is walkable and public. Also no high rises or chain hotels, and extremely clean.
