snokel must be worn
mask must be on forehead
gloves must be used
do not touch the rocks or bottom
no wildlife may be damaged at any time during this process

Split it into two classes (beginning and advanced), offer a day of classroom training, then off to work on the dummies, then 4 skill assessments at the scene of a real accident!
