I bet she loved the fact that the ring looked 3x bigger underwater. I was proposed to underwater and I thought My God the ring is huge.
 
First of all congrats on the proposal!! I spent a year in Australia took my diving course on the west coast in Exmouth (I'm still pretty green on the whole diving world but I'm officially hooked and just love it!!). Teh west coast is a little more isolated but I would STRONGLY suggust heading over to Exmouth to dive. The Ningaloo Reef is stunning and because its so remote its been protected from millions of feet and fins! The best time of year is June/July when the whale sharks pass through....followed by manta rays ( my all time favourite!!). In one day we saw whale sharks, manta rays, humpbacks and the rare (and fast ) dugongs, and this was just snorkeling!!.If you do make it over a MUST dive is the Navy Peir dive.
As for Fiji look into an unlimited dive pass. Some resorts offer awesome diving packages and the water there is heavenly. I missed out on it by a day :( but you should book yourself onto a shark dive at the "Supermakert'. You can reach it off the island of Malolo or a few others. I heard so much about and now am trying to justify a reason so I can go back!

PS not diving related but.....go to Waya island in the Yasawnas and stay at the Octopus resort in Fiji...absolutley amazing!
