We had a few people on my course end up with a provisional pass (I was one), then went back a month or so later after some practice and nailed it. They didn't give out a "rec" pass if you didn't meet the "tec" standard.

I actually got a rec pass wearing doubles and a cannister light since that's what I was used to diving with at the time and I wasn't expecting to get a tech pass with 50 dives under my belt. I think it really depends on the instructor whether you a rec pass or provisional if you don't quite meet the tech standard. Regardless, you'll be going back for a tech upgrade so I guess it doesn't really make a big difference in the grand scheme of things :)
