You have 24 hours in which to figure those 3 bugs are going back to sea. So you then legally can get 25!! Just Sayin!!
I'm not certain what you're saying here, but to clarify, the regs are pretty clear: during the time period for a multi-day affidavit, you can take 7 bugs per day, and only 7 bugs per day.
The affidavit allows you to possess up to 21 bugs (one for each day covered in the multi-day trip: if you were only out for two days, you could only possess 14).
If you got on the boat with 3 bugs, they would count toward your possession limit, though if you ate them before you started hunting, not toward your daily take limit; you would probably want to eat them before the affidavit time period started running since it's not really clear whether you'd "tap out" your expanded possession limit by having bugs in possession at the start of the affidavit period but ate them prior to beginning hunting. You would almost certainly need to eat them before you started bug hunting, and probably before you got on the boat, just as a practical matter: if you're on the first day of your trip and pulled a limit, and CFW comes onboard and finds you with 7 live lobsters and lobster bits in the trash, good luck convincing them that you only had 7 in possession at a time, or only took 7 during a day.
Further, in addition to any unconsumed but processed bugs counting toward the possession limit, if you made mac and cheese with lobster and brought it on the boat, it would very conceivably count as possessing tailed lobster, which is a violation now due to reg changes. CFW's current interpretation of its regs re tailed lobster (or fish filets with skin removed, where applicable) is basically that you're allowed to tail the lobster in preparation for
immediate consumption, which wardens basically take to mean "the pan should be hot." So lobster leftovers/premade lobster snacks count toward your possession limit, and premade lobster dishes,
on a boat, could cause you other issues.
If you went on a 3 day trip with the multi-day affidavit, and maxed your limit at 21, and you took your bugs home and ate, say, 3, you'd still be over single day possession limit, but you'd be OK because of the affidavit paperwork. However,
you don't get to "refill" your multi-day possession limit. You would technically have to finish 15 of your bugs before you would even be legally eligible to hunt and take a single new bug.
Like you said, complicated. But workable once you get the hang of it.

Bill, also I remember you saying it was illegal to take lobster from the dive park at catalina, years ago.
I recall reading that it actually was illegal to take bugs within the dive park at Casino Point prior to its MPA status, as the result of a City of Avalon ordinance, rather than state designation as an MPA, since I think Casino Point falls under Avalon's jurisdiction through the regulation of its harbor. Bill would probably know more about that history than, frankly, any one of us here.
Point is, there may be more than one level of government to look to, though it would've probably been a different citation for taking bugs in Casino Point prior to it being an MPA (does raise some interesting issues re Avalon's authority to regulate, though).
