Why leave the banks open to sport fishermen and closed to spear fishermen?

The Banks are open to sports fishermen?! Well, crud!! I thought the whole bloody area was no-take... I feel ripped off. :D
 
If the other "banks" Geyer,Sonnier etc are included in the sanctuary would that require mooring bolts to be installed in these areas? If so I hereby volunteer for the drilling trip!

I see no reason why spearfishing should be allowed within the sanctuary.
