Express Tech bladder without winglet buckles ?

I just purchased 2 new Express Tech bcd's (a 24 lbs and a 44 lbs). The owner's manual has a very clear "warning" to not dive with the two winglet side buckles detached. Upon checking both bcd's, I find that there are no such buckles on both bladders. Could Zeagle please help to clarify why this could be so ?
Just one more quick question on securing the bladder to the backplate. Is it ok to attach it with just the tank bands and not use the bladder straps ?

If there are no winglet side buckles, that doesn't apply.

You can dive by using the tank bands to hold the bladder on instead of the bladder straps, no problem.

What exactly are the winglets for? Do they do anything other than prevent the wing from tacoing and provide a convenient spot for your logo?
