I seem to remember from my BSAC days, a very long time ago, that it was recommended to fill the tanks submersed in water. The club had a concrete basin about 4 ft deep where you put the tanks in, opening the valve on the tank, then open the valve from the bank to fill it.
I don't know what would happen if the tank blew when under water but I suspect that it would be a lot safer than it happening out in the open.

i'm not sure if it's a safety thing, but i do know it cools the tanks as they fill,
so you get more gas in the tank

(normally, you lose some of the fill when you get in the water with the tank,
so long as the water is colder than the air temperature)
