Most require hydro and visual then a fill. Here in CO that is $110
All part of the negotiation. Hydro, visual and oxygen clean all cost money which discounts the price the seller can get.

If secondhand price + test fees > new price less say 30%... then look elsewhere.

Second hand prices aren’t affected by tariffs.
Actually, yes they will be. If prices on new go from $200 to $400, then the market demand for used bottles will increase. Demand will drive up prices.

What I've noted in the used side of the AL80s is most folks listing them on CL or FB tend to think their 12-year-old, never used AL80 is JUST LIKE BRAND NEW and set their asking price at almost new retail. They have to be adjusted down from that, but my ability to say "I can get a brand new [although china made and IMO not comparable] bottle from Bob's Online Scuba Divers Supply for $200... I need to be in the used tank for half of that (which is still likely more than you paid 12 years ago), and I have to get it hydro tested which local shops get $60-80 for [I go direct to the hydro shop and only pay a 30% of that - but the seller don't know that}, so I'll be generous and offer you $60 for your bottle ... When prices for new bottles double, I expect that will substantially increase used prices.

Nobody should pay that price, but if prices on new ones go up so will prices on the second hand market.

Ordered my HP120 steel through my local shop last week, was like $480 if I remember right. I asked him to check the price to see if they'd gone up yet, and when he surprisingly said no, I said order one!

What is driving the price for Aluminum tanks? You now can buy a steel tank cheaper than an aluminum. Some online sights an asking over $400 for an AL80. Crazy
Wait until you see the new prices for steel tanks!
