Yes what he said as well. The PADI Five Star rating must be how much money is paid. I called PADI, blank stares. Palancar is a three star at BEST. No gear, a liitle suntan lotion, kids goggles and some T-shirts. The guys running the shop are just putting in time. Mexico in general is just under a funk. This was not the case three years a go when I went to COZ. It will be a while untill I return. Even the boat crews seemed bugged. Maybe the tourist economy,swine flu and the drug bandits got everyone down but they all seemed a bit depessed!
