i am considering purchasing a second hand 12L faber steel tank it has been stored empty and was last tested in 05 i can get it less than half the price of a new tank

i was wondering wether or not it is worth buying
will it pass hydro?
 
Look inside for any signs of rust. If it passes hydro and there is any rust, then have the hydro facility tumble it to remove the rust and make sure they use rust-inhibitor during the process.
 
What does "empty" mean, is it 500 psi, 25 psi, 0 psi with the valve closed or is it 0 psi with the valve open. In the case of the first three there should be no problem, in the last case there may be or not. Looking inside will reveal the answer.
 
Make a deal with the seller - if the tank passes the hydro you pay for it
