I have had the parts to put together another Scubapro 109 for a while now except for the retaining clip. I also have a 109 that came with a split pin instead of the clip. After waiting a for someone to sell a few retaining clips on my favorite auction site I decided to attempt to make a few.
I used 3/32" stainless rod with a 1/2" bolt as a bending die. I found that bending the rod to about a 120 degree angle first helped make for a better fit. Grind or file a flat spot in the 1/2" bolt for clamping the straight part of the clip. A piece of flat bar and some vise grips worked to hold the assembly so it could be clamped in the vise. After bending the rod around the bolt I used a grinder with a metal cut off blade to trim the clip to size. File the sharp edges with a mill file and tweak for proper fit. I found that holding the straight portion of the clip with pliers and hitting the clip with a leather mallet worked well for adjusting the angle where the straight an curved parts of the clip meet. In the photos the clip on the upper left is genuine Scubapro for comparison.
