I contacted the DNR about diving in state parks and here's what I got.

Thank you for contacting the Ohio Department of Natural Resources.
Snorkeling and SCUBA diving is permitted at the following 28 Ohio State
Parks (29 lakes):
Harrison, Lake Logan, Guilford, Madison, Stonelick, Lake White, Adams,
Kiser, Lake Hope, Burr Oak, Blue Rock, Hueston Woods, Scioto Trail
(Caldwell & Stewart lakes), Tar Hollow, Shawnee State Park (Turkey Creek
Lake), Strouds Run, Dillon, Buck Creek, Alum Creek, Caesar Creek, Pike
Lake, Barkcamp, Findley, Mount Gilead, Forked Run, Wolf Run, Jefferson,
Punderson.

In all of these locations, diving is allowed except within the beach
area. Divers must be accompanied by at least one person. Proper
equipment and marking of the diving area are required. You must display
an official diving flag.

Diving and snorkeling are prohibited within 1,000 feet of any dam or
outlet structures.

Before diving, please check with the park office for any other
information relating to that specific location.

Any one have any input on any of these spots?

I was out at Caesar Creek Reservoir a few weeks ago to check out the possibility of diving. Near the boat ramp and closer to the dam the viz appeared to be 1 ft or less. There may be better spots to go on the Reservoir, but we were hoping to find someplace close to do some scootering... 1 foot of viz doesn't work that well.
