I will be getting a U-tube manometer in the next few days

What are normal cracking pressure values for the regulators?
I have Atomic Z2 and Scubapro G260

The G260 should be between 1.0" and 1.2", while the Z2 should be between 1.0" and 1.4".

Something that reads between 0 and 5 milibars should do nicely.
 
I would recommend a Magnehelic instead.

Number 8, the "note" you may please ignore or you will chase your tail in circles like a puppy dog.
 
Fill it with vodka rather than water. The decreased surface tension will improve the responsiveness as your lungs quiver cracking the valve.
 
I have also received measuring fluid with a density of 1

Good point. Vodka has a specific gravity somewhere around 0.917-0.94.
So you'd have to adjust your results by 5%.
Measure with a laser; mark with a Sharpie; cut with an axe.
