Good day.

I have some "green" colored surface corrosion which builds up on the screen under the dust cap on my first stage. Is there a safe way for me to clean it.

Sorry, realized I may have misunderstood your post. Do you mean the rubber dust cap itself or the filter in the 1st stage?
 
there is a screen which the dust cap covers...it gets a bit green after a few months of use after servicing
 
Replace the filter, but the bigger question is why are you getting corrosion on the filter? That is an indication of water. Which in that case you probably have bigger problems than just corrosion on the filter. I would suggest that the reg be overhauled as you probably have internal corrosion as well.

At least a good inspection is in order. It may be a simple as pulling HP and LP hoses to see if there is any indication of SW incursion.
 
Are you blowing air into / around the first stage after a dive? If so, stop that. Bring a towel and dry the area before discharging the air. Leave the dust cap in your bag dry, then put it on once the regs are dry.
 
No. We are not blowing air into or around the first stage. Its residue water from after the dive. We are probably not properly drying the area with a towel before unhooking the first stage from the tank after a dive.
