Apeks which is part of the Aqualung world has been selling the device for many years now as a an anti free flowing device.

It's primary use is cold water diving where a 2nd Stage free flow can lead to the barrel freezing over and then the free flow cannot be stopped. Putting one on each second stage reduces the risk.
