If you want to use the cold galvanize spray you have it will work fine if you prep the area. Tape off the area like you did and scuff it up good with a red scotch brite. If the “18” bothers you then take it back and have them give it another tap with their same number punch, provided they can line it up into the same groove.
Just give it a few shots of spray, there’s no point in loading it up.
Cold galvanizing is designed to go over bare steel, preferably sand blasted steel with some “tooth”.
If the steel is slick it will not stick as well.
Hydro shops don’t care about if the tanks go into salt water or not, scuba tanks are probably less than 5% of their overall volume. They hydro everything from welding cylinders to fire extinguishers so most of the stuff they hydro stays on dry land.
