Well, I have a bunch of storage bottles of He and O2, so this is a narrow solution, but when I'm going to clean steel cylinders I take one of the storage cylinders I'm swapping out and trade it for Nitrogen. Costs $20, which is probably as much as you're going to pay for any kind of chemical, and as soon as I have the cleaning solution out, I rinse out the cylinder with HOT water and then stick a tube up into the cylinder and dry it with the Nitrogen.

Way clean cylinders without any rust.
