FWIW, the small Cozumel dive boats on which I have been out diving are crewed by only the DM and captain. When they are prepping divers the DM and the captain are both in the stern of the boat moving all the equipment forward gearing up divers, and then the DM is first in the water leaving only the captain aboard to finish getting the divers wet. During this time a dive boat is pretty much helpless to get out of the way of another boat bent on ramming it.
Nonetheless, most of the pangas I have been on in the past and the last two weeks have had two DMs, a deck mate and a captain. This due to the size of the group. A few weeks ago, same place, same Bat Channel, just me, a DM and two other guests there was still a captain and a deck hand. I can only report my experiences. I am sure many of the smaller boats only have a captain and DM. The exact crew has no bearing really on the incident whether they had a DM and deck mate or not.

Whatever happened I am glad it appears nobody injured and maybe only some damaged egos and all will be back to goodness soon for both.
