Buoy on the Morley?

Does anyone know who places the buoy on the George Morley off of Greenwood Beach in Evanston? Does anyone know when they do it? I would like to bring a group out there early in June, and it would sure be nice to have a buoy on it.
 
I always assumed it was the Evanston Park District that placed the buoy since they collect a fee to dive from the beach. You can find the wreck without it, though. Just swim out on a heading of 55 deg from the north edge of the beach. It is about a 15 to 20 minute swim. George Morley is 300 feet long in only about 15 feet of water so it is hard to miss. It used to be almost exactly due south from the Northwestern University observatory, but the observatory was demolished several years ago.

Thanks Dale, the UASC wants to have a dive/picnic there in June. I have known a bunch of people to miss this boat without the buoy!
