What is the purpose of the Buddy list. I added some names to it, thinking that something would tell me when these people are on the board, but I don't see that. What does this list acutally do?

After you add folks to your buddy list, go up to quick links and click "Open buddy list". It'll show you if your buds are online or offline, and offers a quick mechanism to pm one or more of them at the same time.

You can also go to the bottom of the main forums page and you will see a plus sign by any of yours buddies names if they are online.
