I use the Xscuba pockets on my harness waist strap, held in place right against the plate with keepers. It works great. I've never had more than 2 lbs in each one, so I can't comment on how it would hold up with alot more weight. The pockets are pretty small; maybe 2 solid weights would fit in each one, but I've never tried it.
Since you're talking about a small amount of weight here, I don't think the ease of ditchability is *that" crucial, and I think it's pretty unlikely that weights are going to tumble out unless you seriously overload the pockets. Most of the time in warm water I'm diving with either 1lb in one pocket or no lead.
