I have a Outrage 23 and use the swim ladder on the stern to crawl in the boat.
As we work here in Costa Rica, we and our clients first hand the weights to the crew,
then the slip out of the BCD, swimm to the ladder on the stern, undon the fins.
Doing it this way you may ask your self why the heck you always climbed out of the water with all the gear on.

But anyway, i think that a ladder in the side gunnesl in not a problem.
A clamp style upper end to hook precisely over the gunwale and some 10x10 inch pads to distribute the pressure on the side and relief the pressure on the rubrail should work.
But, as Chuck said, you need to stow the ladder somewhere...
