Bolts too short - loosen isolator before switching?

I am not a fan of using threaded rod. I would get the right length bolts, and replace one at a time. I would not drain the cylinders. Just put them on a stable surface.

I try to finish the stories I start - I took the tanks back to the shop and they switched out the bolts for me with no problem. The interesting part I suppose is that the bolts had come that length with the kit and this was the first time anyone had seen them too short, but they actually were. All fixed now, and the folks at the shop were very nice.
