Instructors and shops that have instructors are required to have liability insurance to teach through their given agency. This is not some sought of add on liability insurance that the shops and instructors are buying to get the park permit that allows instructing in the park. It is not a hidden cost, its an upfront cost of doing business as scuba instructor or scuba shop. The park permit requires a copy of the insurance that they already carry. There is a yearly fee for the park permit, there are not extra fees for the night dives.As for costs, I was informed that the dive shops have to carry liability insurance in order to be issued permits. This would be a hidden cost not accounted for when we discussed the fact that permitting was free.
