This is directly from the ATF regs (Revenue Ruling 55-569, C.B. 1955-2, 483)


"However, if the powerhead is permanently attached to the speargun shaft by the manufacturer, thereby increasing the overall length of the device to not less than four feet, the speargun with the powerhead attached would not be a firearm within the purview of the National Firearms Act or the Federal Firearms Act."

Local laws vary considerably, some areas require that only blanks be used for instance, and some areas ban them altogether.

As far as Big Brother is concerned, they ain't a gun if 4' or longer.

My old .223 powerhead attached to the spearhead by a thumbscrew. So it is considered a firearm.
