Yes, but depends on size somewhat, Jets, Rockets et al all have relatively short blades as compared to more the "general" blade fins such as Quattros etc. With the fin style you mention the blade size, although still small in comparison, increases in length as size goes up for example a large jet is significantly smaller that an XL.
 
My knowledge of fins mainly focuses on vintage full-foot designs, but I'll give you my two cents' worth, which may be contested by others.

Rocket fins first appeared in the US Divers catalogue of 1969, which places the design well within the pre-1975 vintage era. You can check for yourself with the US Divers catalogues accessible via the "Manuals & Catalogs" link at the bottom of the home page at http://www.vintagedoublehose.com/.

There's a discussion of the historical development of Scubapro Jet Fins at Vintage ScubaPro Jet Fins question. Scubapro introduced their first Jet Fins in their 1965 catalogue. Your Scubapro Jets have a later logo, though.

As for the other two fin models, I wouldn't class them as vintage fin designs.
 
I'm guessing that with new straps, these would be quite usable? The material of the fins seem fine, the straps are obviously in bad shape.
