Are shears an acceptable DIR cutting tool? With the superior cutting strength and one-handed effectiveness of shears they seem like they should be the cutting tool of choice but I have not seen them mentioned in any DIR publication or website.

Here in the Pacific Northwest, as I assume many other places as well, encountering steel fishing leader is quite common. Trying to cut it with a small knife and you will experience an exercise in futility. Is there an official stance or generally accepted opinion on their use, especially in replacement of the small belt-mounted knife?
 
Yes.

Personally I try to carry two cutting tools.. knife on the waist belt and shears in the pocket. A lot of people seem to do this.

I also think shears are in general much more handy than knives.
