It is a comparison of certified vs licensed. The aviation MB requires someone with a legal license to fly issued by the Federal Govt. Scuba diving does not have that.
To have a Scubadiving MB created the BSA had to be convinced that the various training organizations had some consistent training similar to a govt licensing. Now that this has happened, we are able to go ahead.
