SCUBA diving started here in the LA area in the 1950s... plenty of locations to dive, plenty of dive boats to get you to them. Check California Diving News for the dive boat schedules (with destinations) or just come out to the dive park. Join a dive club (CDN also lists those) and meet other divers who can show you the places they dive.

I'm not sure about H2Ocean's experiences in Laguna, but those certainly have not been the experiences of my dive buddies and our dive club that is there at least once a month if not more often.
