I did a charter with Dive Locker of PCB years ago which was quite good. There is also probably the best panhandle shore dive at St. Andrews State Park there--viz and slack tide permitting. Another hour West gets you to Destin where there are 2 shops that charter--Emerald Coast Scuba and ScubaTech. Both "downtown Destin" and on US 98. Also, a jetty and "bridge" dive in Destin.
There is a place in Port St. Joe at the marina that rents pontoon boats in St. Josephs Bay--I did some diving with them 10 or so years ago by taking the boat out myself. Since then, they don't permit scuba from their boats, only snorkeling. But they might have changed back over time.
