I think that notifying you before sending it somewhere else, and a charging over what a regular service would cost, would be a reasonable thing to expect (Our LDS repair form has a line stating that
... NOTE: If price exceeds estimated parts, customer will be notified prior to any repairs ...)

I would think that anything needed above a regular overhaul would be covered by Oceanic warranty (maybe they might want to see the whole reg, or the failed part)

(Our shop charges $55 for the regulator overhaul, $65 if including the octo)

Crocs,
My question is: Is this dealer an authorized Oceanic dealer? If so, why on earth would he have to send it out to get the "leaks fixed". And, I would also like to know why, if the reg "worked fine" before the service, would there be leaks to fix?

Methinks you should find another dealer.

I actually found them through oceanic, so they are an authorized dealer. Again, the regulator always worked like a dream and works just the same now as it did before the service. I won't be using this dive shop either way again, I'll bite the bullet and take a drive to get it taken care of in the future.

To answer the original question - you got ripped off. Have the shop get an itemized bill from the servicing shop. It sure seems like you were inappropriately charged for parts.

Lesson: Never let some unknown dive shop hold your wallet.

I'm also puzzled why the shop, if an authorized dealer, needed to send the reg out.

Maybe I'm being a bit slow here, but isn't part of being an "Authorized Dealer" carry a requirement for being qualified to "service what you sell"?

I could see some products (computers) needing to be returned to the manufacturer or a repair center for service, but a regulator? It sounds like the shop in question did not have a tech, and had to send the reg to a shop that did.... :idk:

Best wishes.
