From the course director's manual:
"Alternate Location IDCs are generally conducted in areas where there are no PADI Five Star IDCs and Career Development Centers. Many immature markets are prime locations for instructor development, yet do not have established dive centers. Alternate Location IDCs allow Course Directors to train dive professionals in the area, which may encourage further market development. Alternate Location IDCs may only be conducted at a neutral location with professional meeting facilities that are preapproved by a PADI Office."

The Course Director that is conducting the IDC has to submit an application to PADI asking for permission to teach at an alternate location. The location can not be a dive shop. The application will probably be denied if there is a 5 star IDC or Career Development Center nearby.

The Course Director should be aware of the requirements.
