Allowable stretch for neoprene??

Someone us some scrap 1/8" wetsuit neoprene and I was thinking of making a couple simple vests out of it that could be used under a wetsuit for a little more warmth.

Does anyone know how much stretch is normally allowed for in fitting neoprene, so it will be snug but not too tight? I mean, if I have a 44" chest, how big should I make the vest at that point?
 
Use a t-shirt as a pattern, if it has room in it use safety pins to take the sides in. Lay it on the neoprene & guesstimate a tracing.
The use of some seam tape on the seams would be a good idea, there's a lot of stress on the critter while donning.
