I’m referring to the stretch-not the stamp.

I was asking myself the same regarding the lifespan of a divetank.
So I asked the manufacturer, in this case Eurocylinders, for how may fill cycles the tanks are made.

... für 12000 Lastwechsel zwischen Prüfdruck und 10 % sind die Flaschen ausgelegt.

which translates to:

"The cylinders are constructed for 12000 load changes between test pressure and 10%."

The test pressure for this cylinder is 232 Bar * 1.5 = 348 Bar (5047 psi).
So a steel tank really does not care for these few tests.
